contradictory statements

For one question, Petitioner says NO in her examination-in-chief Says YES to the same question in cross examination My queries are 1.Can we use these two statements (sworn)to file perjury against the petitioner? 2.which statement prevails, statement in examination or the statement in cross? Do we have any citation for this? Thank you
