Innocent persons may be castrated.
Innocent person may be just a silent spectator as he may watch his wife is doing adultery/extra marital affairs with other person.But he can not tell anything to his wife because he is impotent.

In 2013 a strong rape law has been already made.
Laws should not be changed so frequently.
Laws can not stop rape. Only Conciousness can stop rape.
A man who rapes a child is not a man of sound mind. He is mentally ill.
