Can Uttrakhand Govt. be booked for violating NCTE act ?

Dear Experts. Teachers working in Self Financed Govt run B. Ed. Course in 17 govt. Colleges needs your suggestion regarding their exploitation done by uttrakhand govt. According to ncte act the appointment of staff in B.Ed. courses should be regular and not contractual but the U.K. govt. appoint all staff on contractual basis.. At the time of getting permission from ncte to open these courses; the respective colleges and directorate of higher education uttrakhand gave wrong information by showing the appointment of staff as regular to NCTE.. But in actal they appionted faculty and staff on contractal basis.. This is against the norms of NCTE Act.. What steps these teachers can take in order to get regular appointment and scale? Kindly suggest as govt. is not taking any step in this regard.. Thanks
