Can the potential/future owner ask the tenant to vacate

can the potential owner(future owner) can give notice to tenant to vacate ? 

the new owner has not got the full possession yet ( as per current owner , some payment is due , so transfer of possession is not complete yet) and he has asked me to vacate the flat with one month notice on frivolous reasons. Can the future owner can give notice to vacate ? or he can give notice to vacate only after he gets full possesion of the property ?

even though im not competent to reply to this, as per my knowledge the new owner after transfer is comolete can vacate the tenant only after one year of obtaining ownership legally.
