can a medical p g student seat is rusticated?

can a medical p g student seat is rusticated if he/she has a FIR registered and charge sheet is also filed against him/her ? Who has the authority to take appropriate action against such a candidate facing criminal charges?

It is never a seat, but a person who is rusticated.
