building permission denied

a registered cooperative society aquire the land and get license and T&C approval for further housing purpose. society allot plots to its members.now society not depositing the development charges in Nagar Nigam and Nagar Nigam not giving permission to construct the house to its members.now members are in soup.can court give instructions to Nagar Nigam to give building construction permission to members, because they already paid to society.

Hello Sir, 

In my view, you should draft a legal notice against the cooperative society and if no action is taken then you must file a suit against the cooperative society and then the Court will decide.

Thanks a lot for your valuable advice.is it possible that individual deposit his part of development charge fixed by Nagar Nigam in court and court will give him provisional/permission till society clear all dues to civic body?
