Urgent

My cousin brother(Uncle's Son) had withdrawn through ATM of my grandfather after his death without informing anyone. Now i want to lodge FIR against him for his act, but when i approached the Police Station and complained against him police officials said it is of civil nature and you should move to civil court for the recovery.He had not done any offence.Please guide....

first you lodge the complaint before the bank than move to higher concern authority of police and lodge the complaint.
