Under pagdi whos responsibility to bear govt.tax

Dear sir,

 I have just bought prop in dombivli under pagdi system but after some days i come to know that landlord has not paid property taxes and water tax from some years.how this thing can effect my life.

1) under pagdi whose responsibility to pay govt.taxes.

2) under rent receipt whether landlord has to mentioned gove taxes clearly.

3) can i come to know current outstanding on plot via RTI act and to whom i am suppose to approch.
