Undelivered pan card

Sir, I had applied for PAN CARD on 13th september. Pan PAN CARD is dispatched from head office by first-flight courier. Thay had returned to PAN CARD office without contacting me. Now PAN CARD is redispatched on 12th October via speed post. But when I am trying to trace the speed post, the courier is not available. I had contacted to the PAN CARD office, They tolled me that we had sent your PAN CARD, now it's not our responsibility. So what shout I do because I need my PAN CARD urgent.
