Trust or Society

we are having the land record document called Patta of a temple- Radha Krishna Temple at Shillong, Meghalaya. The land is in the name of the Radha Krishna as my grandfather being priest a hundred years back was having the land record paper under him. Please note this is not our personal property. we want to hand over to a TRUST/SOCIETY for further managing of the temple in future and betterment and be relieved of holding the paper. Further I am not stationed at Shillong and at Mumbai. However, till date no Trusts or Society , registered under Govt. exist. Only a committee, not registered under Govt, of the society exists and have been managing the temple. How do we hand over the land record paper -Patta. so that the paper is in the right agency hand and our handing over of the document is in the proper hand so that the Temple paper is not misused for commercial purposes. Is there a proper legal way we can do for the betterment of temple for handing over the land paper.
