Share certificate

Dear Sir,

I am residing in Ahmedabad. I have dispute with builder regarding NOT GIVING ME SHARE CERTIFICATE and inferier quality of construction has been done in flat apartment. i have given him all payment with following detailed bifurcation. 

Rs. 13,01,000 > sales amount in sales deed (Paid by cheque and have reciept)

Rs. 63749 > Stamp duty @ 4.90%  (paid cash)

Rs. 13200 > Registration charges @ 1% (paid cash)

Rs. 25000 > Society Maintenons Deposit (paid cash)

Rs. 10000> Electriciy and AUDA (paid cash)

Rs. 6000> as advocate fees (paid cash)

All other owner of flat have also given same type only the variation is price of flat and its Stamp duty and registration  charges.

Still builder is demanding Rs. 10000 as Electricity and AUDA by saying “Give me Rs. 10000 that is due to you then I will give you share certificate and also I will not transfer your Society Maintenons deposit” (as my father given him cash).

As per Sales deed and possession letter he has declare that there is no due to party.

Now my question is that…

Does the builder that right not to transfer Society Maintenons deposit to Co-operative Society and not giving me share certificate?

Sir, please guide me what to do next. I am really suffering from mental agony and also seeking mortgage loan.
