Section 22(1)(c) of industrial disputes act

I have gone through the book and every possible search on net but had no clue about what the section 22(1)(c) of industrial disputes act wants to say?this is bothering me.could anybody please explain this to me?

S.22(1)(c) is to be read along with sub cl. (a) & (b) i.e.if the strike notice also specifies the date for the commencement of the strike - the specified date has to be be after 14 days of the strike but before the expiry of 6 weeks of the strike notice.

Still confused.sub clause c says that no person employed in public utility service shall go on strike in breach of contract:before the expiry of the date of strike specified in any such notice as aforesaid.it means that if any particular date is specified in the notice for strike,the strike will will only happen after the expiry of such date.if strike is to take place after the expiry of date then what is the use of mentioning date?
