Rule RD 2009/SC related to waste land allotment to homeless by government

One of the case regarding land allotment of harijan abadi was dismissed in tehsil level court due to delay of period more than three year vide rule RD 2009/SC. This was the case in Uttar pradesh. The person is Brahmin and alotted land from government for residential purpose showing himself as homeless. Pse tell me what is the Rule RD 2009 /SC
