Rule 7 of SC & ST (POA) Act rules

Under rule 7 of SC & ST (POA) Act rules SHO has investigated and laid charge sheet instead of DSP. Sessions Case ended in acquittal on the sole ground referred in query. Any apex court judgement is there, saying that it is a curable defect on the said ground a case cannot be ended in acquittal.
