Rti application denied under sec 11 for mutation records of a property

Dear Sir/Madam, Good day to u all. I asked an information about the documents submitted for name transfer of a property in litigation thru RTI. But said application was denied under sec 11 of rti. Pl clarify - are mutation records exempted to give information? How can i get the details. Pl reply.
