Registration of tdr on which stamp duty is paid

If proper documents are not made and entry to that effect is not done in Town Planing Dept. Chances are that you may have certificate in your hand , previous person who got TDR goes and file some FIR or give some Indeminity bond to Town Planing Dept. and get duplicate certificate and use that TDR , when you go to utilize that TDR you find your TDR is already used and paper which is in your hand is just news paper and decade old Court battle starts. 

TDR irregularities is beyond imagination of many 

I heard that even Fake TDR certificate are there in market , Myself never came across of fake TDR till date personally only heard
