My wife's birth date as per birth certificate is 25-sep-1970 but in passport it is 25-july-1970
due to incorrect date was given in school ceriticate. It is less than 2 years difference
In this case, should I get court declaration to change the passport as per birth certificate?
If yes, should I include passport authority as party for the case?
can I get the court order without adding passport authority as party?

That's not a big issue you just need to consult your problem with some local senior or official person.
