I am purchasing a residential flat from an NRI. What should I do to deduct the tax ? How much ? and what to do with such tax amount ?

Yes you are liable to deduct withholding tax on income arising to NRI on the property sale. You will have to ask for relevant details from the seller. Please seek help of a local consultant.
