Process to Constuct House on free hold proper in Ghaziabad

Sir my father recently started construction on a free hold plot in Ghaziabad but now gda has issued a Karan batao notice ...because it's a free hold plot gda doesn't pass the Naksha...now they have threatened to seal the site ..kindly suggest me a proper way out...it's an urgent matter pls respond ASAP...thanks
