Pay protection

A central govt servant joined in another central govt office after taking technical resignation.He joined in previous office on 17/07/15 and taken technical resignation and joined in another Govt office on18/08/2017. he joined in previous office in Level 6 and after technical resignation he joined in Level 4 of VIIth CPC. Please advise whether he gets the benefit of Pay protection.
