Occupancy Certificate not given by builder

Hello All, I have purchased a flat in Chandapura Anekal Road which is BMRDA approved. This is registered and we have started to live in also. Builder is denying OC to us bluntly. He also told that we do not have fire departments NOC. Can you experts guide us what to do to get OC? What steps to follow? Thanks!
