Objection to mutation of agricultural land

My mother and uncle has agricultural land in their name. The 7/12 extracts and 6/12 utara shows their name as owner of the agricultural land. Someone has now come and applied for mutation of the agricultural land. He has produced some Indenture dated in 1993 saying the land was sold to him in 1993. The Index II shows the date of execution as 1993 and the date of registration in 2014. My mother and uncle was never present at the time of registration in 2014. So then how can the registration be done without them present. Can registration be done after 21 years. This person wants to grab the agricultural land. What are the points of objection to the mutation can we put before registrar office.
