Land mutation

Dear Sir,

I want to do some business on the land in Allahabad, which was purchased 12 years back. Bank has asked to convert land under section 143. For which I went to Tahsil of the area. There people have asked me to go for Dakhil Kahrij of my land before conversion. While doing this process I have been told as per Govt. records this land is CHAKMARG (a non agriculture land) so Dakhil Kahrij is not possible of the land.

I would like to inform you that we have purchased this land from a Society who have acquired all the land in a village and converted in residential plots for selling. Now the area is full of houses so no agriculture field exist at the moment in the area.

So I want to ask that if there is no agriculture land then how CHAKMARG exist now. It means that land is now converted to residential area. So kindly let me know how to go for DAKHIL KHARIJ of this land.
