Supreme Court ordered the executive to distribute the rotten food grains for free to poor. The Executive refused that it is not possible. How can Executive refuse to implement Supreme Court order when Judicial Review the basis structure of Constitution is at stake?

In another directive, Supreme Court ordered the Executive to implement the Interlinking of Rivers. Unlike free distribution of rotten food grains, how Supreme Court can order Executive to implement interlinking of river, where implementing this scheme is also detrimental to the country's environment, besides ever declinging water availability? 

How come Fundamental Right to Life can come into picture in both cases?
