Joint venture - non approved flats

We have a piece of land around one ground (less than 2400) square feet.  Now we are planning to go for joint venture.  Many builders were coming forward to offer 50 / 50 partneership.  They are telling that this land will get approval for six houses only.  We will give you three and will take three.  We requested four houses as we are 4 children for our parents.  One builder came forward and told he will give construct 7 houses (one unapproved) and in that seven he will give us 3 approved and one unapproved to us.  When asked about unapproved problem he is telling that they will construct it as "watchman room" or "service room" to get kitchen approval and then will give it to us. He is telling that he will arrange for loan also even bank loan.

Can we get that unapproved flats or should we ignore this offer.  What problems we will face if we get one unapproved flat now.
