Illegal construction of commercial buildling

r One of my client is facing a problem of illegal construction of commercial building. That is he has got approval for 1900 sqft as ground and first floor but constructed nearly 10000 sqft as ground plus four floor s. My question is can an individual contest about such illegality. He got such information through RTI and demanded cash for not to advertise in public through poster and banners. Can my client get approval for the completed construction unit with penalties
