Dear sir, I had applied for Home loan through ICICI HFL. ICICI has sansioned loan and shared me disburstment papers. They also had taken Processing Fee for that. But at the end moment they had denied to provide me loan. Now they are also refusing to return my Processing fee amount. I asked them either provide me loan or reverse my PF. Please help me if i can raise any legal action against them.

Do you have copy of declinature with reason for declinature?
Do you have copy of loan brochure, loan offer,loan application, loan approval, loan agreement and T&C in detail?
Is it stated anywhere that if loan id declined even after collection of processing fee, the charges and documents collected shall not be returned?
Show all docs on record to an able lawyer dealing in consumer cases and your lawyer may opine that you can pull them to DCDRF.
