How to recover loan from registered mortgage property

When money is lent  on registered mortgage property and interest and principle is not being paid by the debtor, how to recover both interest and principle.  what is the procedure.  legally can you charge 3% per month as interest?  If so what does the court do?  will it advise to reduce interest and help in recovering loan and interest.  would the court give an order to bring the mortgaged property for auction?
