Housing board flat registration after 35 years of allotment

Hello all, we have one housing board house alloted to my father in in 1975, that time price was 50,000 but that house had lot of drainage issue which needs to be fixed from outside of house so road water in rains comes in house every year, and we sent many reminders to Housing board nobody listened . Now there is some dues with all pending EMIs and interest coming around 1.5 lakh. we want to pay it and get registered earlier they told flat will be registered on old value of 50000 but now they are telling it should be done on current market value of 50-60 lakh. please suggest what is the actual rule can we ask them any compensation for water coming inside of house and ruined our lot of furniture and what should be correct value of registration.
