HT EB line Changing -reg

Dear experts, A High tension EB line is passing through & very nearer to an individual's building. If he wishes to change it through another way, & requests govt., does he is liable to pay the incurred cost for changing or govt? Plz advice with your legal suggestions in favour of a common person. Dear friend, First give request letter to change the said eb line you have to pay rs. 500/ (i think so ) to prepare estimate of cost to change the way of line. Then eb people will visit the site to survey how to change the line and will guve you estimate of cost to change the line
