I filed a grievance on that site and it says case closed and there is no explanation of why they closed the case because i know no investigation was done. There is no email address and nobody is picking up the phone.

hi sir as you write as same case with me i alsoo posted many of complaint posted on complaint board and also department web but no result show yet when i check status on web there show your complaint forward to realted department but no result yet in your case you write no result tell you and close your case without telling you its wrong bec if they invistigate your case they tell you result and why they close your case so you post again you complaint and ask them why they close yoour last application

Escalate to senior hierarchy.
If possible pursue the RTI route.
