Could anyone plase detail me about accounting procedure as of now of  Government Promissory Notes issued prior to promuglation of The Public Debt Act,1944? According to me the accounting onus of these Promissory Notes rest with the RBI in view of the aforesaid Act, neverthless to be confident enough I seek opinion of the legal fraternity.
