What is the meaning of the clause "A consumer or the property buyer must file their complaint within two years of the dispute arising, after which it becomes outdated.".
Suppose an apartment had to be completed in say Jan 2010 which did NOT get completed till Jan 2012. Does it mean that the constomer had to file a consumer complaint before Jan 2012 and Post Jan 2012, the customer cannot file a consumer court complaint.
