False imprisonment for 27 DAYS under section 306 and 114

Sir, IN April 2017, My relative lady and her sons were falsely named and imprisoned for 27 DAYS under section 306 and 114. The police has not filed chargesheet till date. She had sought information on the proceedings through RTI but the police ruled it out stating they are not to disclose information. How to go forward now please advise. Thanks
