Employer not issuing permission for higher study

I am working as Junior Manager in North Eastern Eletricity Supply Company of Odisha Limited since May 2004. Now I want to take admission for higher sudy in distance mode. I am applying for permission since last 2 years. But my employer neither granting my application and issuing necessary permission nor giving me any reply. I have applied and reminded several times. But my employer is silent.

Also one post qualification experience certificate is required for admission in some courses as well as for other employment. But my employer is not giving me any experience certificate.

Now what should I do.

make request at higher level it is not justiciable right.

There are many higher authorities than your immediate boss.  You may approach one of them or one by one with your request for the same, you will get reply that if you will be permitted or not.

I've apart from my immediate boss, already applied to Managing Director & Head of HR of our organization. But they are also silent.

After a lot of correspondences, finally, I got the permission for higher study and took admission.
