Electricity bill on tenant name

We have rented one of the property and previous electricity connection was cancelled .

Can Tenant apply new electicity connection on his name using the lease agrrement. Is there any problem if tenant get's connection on his name for my property.

How can we resolve these kind of issues. Can we put a application to electicity board to change the name to property owner thru putting the copy of property documents.
