Drawing of 3 phase 4 wire connection wires on pillers of my house

I constructed house in 2002. It was vacant for two years and occupied in 2004. To my surprise the electrical department gave a 3 phase connection to my house side workshop drawing the wires on my pillers.. when I contacted the department they saw and said they provide another pole removing the wires for which an mount of Rs.5000 expenditure I have to spent. My neighbours children play cricket and when the ball falls on my house terrace they climb and take the ball.I warned them about the wires. If any electrical accident occurres and the building electrocuted and if some one die, who are likely to go jail in the electrical department. and why I should spend for a seperate pole for the benefit of workshop owner. I have not given any written complainant be cause the reply will be the same
