Does indian law have provisions to sue govt agencies/orgs

Hi,

I would like to know if Indian law has any provisions bassed on which Citizen can sue Govt Agencies. Example in Bangalore BBMP takes care of public road and infra, due to their failure many motorists end up in hospitals with minor to serious injuries. This is just an example and we all now how Govt agenecies works in this country. If there is a provision I would like to know what it is and if not..would it not be a good start to ammend something like this which will ensure those agencies are doing their job properly using tax payers money?

Thanks
