District general pleader misusing his office, what to do?

Dear Members, Please advise me what to do if District Government Pleader is misusing his office to favour his client (who have defrauded us) Please Please tell me what action we can take against him, whom we can report, we have proofs, but dont know whom to contact, also the local police and judges do not listen to us .............. grave trouble for all of us...
