Demanding money for giving dowry

Please advise. One of our relative is demanding money from us for his daughters marriage. He is mentally harassing me n my family for money for his daughters marriage. Where can i complain. Does this come under dowry as he is asking for huge amount of money to get his children married.

I fail to understand why does he demand money from you for the marriage of his children. I don't know whether it comes under dowry or not but surely that is an in human act if he does so..
