I am planning to buy a plot in keshavnagar,Pune. The owner is claiming it as NA zone (which is declared for consideration as resident zone). Is it legal to buy the plot and construct over it with permission from gram panchayat as cutrrently it is not under municipal corporation? And if yes can 2 or more people buy large plot and construct a building of 2-3 floors combined to live.
