Completion certificate - apartment

Dear Sir,

Please advise.

Our builder is aksing us to take possession of the flat (in chennai) without the completion certificate from CMDA.  He is not giving any hope of getting the certifcate in the future.

a. Can we go ahead and take the possession.

b.What are the consequences of not having a Completion certificate.
