Complaint by private member of public under pc-pndt act,1994

Hi friends,

i want to file private complaint against Doctors who contavenes provisions of PC-PNDT Act,1994.

The Appropriate authorites Under  PC-PNDT Act,1994 after searches left the Doctors without initiating criminal complaints in courts.

what is the draft complaint in this regard.

Any of the friend may suggest the procedure to follow and draft complaint in this regard.
