From 3 Dec. 2004 onwards, person born outside India shall not be consider Citizen of India, unless their birth is registered at Indian Diplomatic mission. And your query as about PIO (person of Indian origin) for citizenship. You can't enquir unless or until you have any valid document.

Sir, Only a citizen of India is entitled to seek information under RTI, hence the CPIO/SPIO &/or the Appellate authorities can ask for proof of Indian citizenship. Good luck, Kishor Mehta

As per CIC decision, PIO should not demand for such proof of citizenship.
