Change of my mother's name in my birth certificate.

My birth certificate and all other documents like my marksheets, etc contains the household name of my mother but all documents of my mother have her official name which is totally different from her household name. Now i want to have her original name in all my documents as i need it for some legal purposes and the process will start from birth certificate. Can anyone tell me the procedure to do all the changes i want like what to publish in the newspaper. The MCD person is saying that it can't be done without the order of SDM. Also she doesn't have any proof of her household name. Please help me.
