Cancellation charges... railways

Why is the railways deducting cancellation fees even on wait-listed tickets booked online????

The tkt is automatically cancelled. If it is a cash paid tkt then even on WL tkts one can travel in unreserved coach.

when money has been recd by railways, via credit card, why this dual standard?

 

Then,

I had a long distance tkt  and had informed the railways at the time of bkg that i would board at Shornur. I had Alwaye-Mumbai. Due to a change in plans , I boarded at Alwaye, itself.


The TTE insisted that I must get down and come by unreserved coach till Shornur or pay penalty. I was baffled.

He said there may be a pax upto Shornur. How can the railways book a second pax, when they have collected full money for the distance??? It is worse than pvt buses operating with stools for excess paxes.
