Can we bargain on mrp of any product?

Hallo Friends and Seniors,

Now a days many times traders/shopkeepers are overcharging the products under the name of cooling charges specifically for cold drinks, beverages etc.  Moreover in the mall or multiplexes cold drinks, snaks, etc are charged heavily.  One of such post is also recently posted titled as Water Bottle charged Rs. 30/- per Litre.

Can any one guide on this issue whether anyone can bargain on Max Retail Price.
