Can brother-in-law stake claim to ancestral property

My grandfather passed away without any will. He had 4 sons and 1 daughter (now expired). We are staying as tenants in a small house in Bombay as per pagdi system. All my uncles are not staying in Bombay anymore. This building is now going for redevelopment - and we do not have enough funds to buy out the house. Therefore it will have to be sold and each stakeholder will be paid his share. I would like to ask if my aunt's husband can also stake claim to the property? We have been staying in this property for last 20 years. So will that help to garner a larger share or  will the proceeds have to be divided equally? Off note is  here anyway to keep the property even after redevelopment? Thank you so much
