Atrocities on scheduled castes

I am given to understand that there is a Supreme Court Judgement on atrocities on SC/ST. The alligation is that a forward caste guy abused SC in filthy language which is an offence punishable under the above said act. In the above judgement it is said that to constitute an offence under the act, requires the witness of two independent forward caste witnesses. I am unable to trace the judgement on the internet. Please enlighten me about this and give any citation of the Supreme Court in this matter.

Obviously what you heard cannot be correct, i.e. "to constitute an offence under the Act, requires the witness of two independent forward caste witnesses". When there is no such provision or requirement in the Atrocities Act, no court would, in the normal course, venture to legislate by introducing such a provision. On the contrary, as per my information, there is a move to make the provisions of the Atrocities Act more stringent.   However, if any experts have more information about such a judgement of the SC, you may await their response also.
