15 years for disposal of partition suit?

It is reported under property law  that a partition suit can take as long as 15 years. Is it not  ridiculous?   I can't understand this. The parties concerned can be asked by the court to to produce all the papers concerned, and collect those that are required within a month's notice and can decide and pronounce the orders. The courts should sit continuously to dispose of such cases, instead of making a mockery of the judicial  systems. It is time every body changes for the better.

It is always better to get probated the Will before deriving any legal right out of it as this course eliminate all the future worries to the beneficiaries of the Will.
